altThe famous Madhuri Dixit song, “Ek Do Teen, Char Paanch... ” best describes the process of counting. Every ten years, the govt. of India sings this song to count the no. of heads in the country. This is called CENSUS. Year 2011 will witness the 15th CENSUS in the country.

The Indian Census is the most credible source of information on Demography (Population characteristics), Economic Activity, Literacy & Education, Housing & Household Amenities, Urbanization, Fertility and Mortality, Scheduled Castes and Scheduled Tribes, Language, Religion, Migration, Disability and many other socio-cultural and demographic data since 1872.

This is the only source of primary data at village, town and ward level. It provides valuable information for planning and formulation of polices for Central & State Governments and is widely used by National & International agencies, scholars, business people, industrialists, and many more. The delimitation/reservation of Constituencies - Parliamentary/Assembly/Panchayats and other Local Bodies is also done on the basis of the demographic data thrown up by the Census. Census is the basis for reviewing the country's progress in the past decade, monitoring the on-going schemes of the Government and most importantly, plan for the future.

 

The slogan of Census 2011 is "Our Census, Our Future".

HOW IS IT CONDUCTED?

The census is conducted in two phases:

·       House listing and house numbering phase 

·       The actual population enumeration phase.

The census is carried out by the canvassing method. In this method, each and every household is visited and the information is collected by specially trained enumerator. They collect data related to households e.g. number of members, water & electricity supply, ownership of land, vehicles, computers and other assets and services. In the second phase, total population is counted and statistics related to individuals are collected.

altWHAT’S DIFFERENT THIS TIME?

The latest census commenced on 1 April, 2010 with President Pratibha Patil being the first person in the country to be counted. This time, the govt. will create a National Population Register with photographs and fingerprints of every resident. All usual residents of India will also be provided with their Unique ID numbers and National Identity Cards

Details such as Name, Date of Birth, Sex, Present Address, Permanent Address, Names of Father, Mother and Spouse etc will be gathered by visiting each and every household. All usual residents will be eligible to be included irrespective of their Nationality. Each and every household will be given an Acknowledgement Slip at the time of enumeration. The data will then be entered into computers in the local language of the State as well as in English. Once this database has been created, biometrics such as photograph, 10 fingerprints and probably Iris information will be added for all persons aged 15 years and above. This will be done by arranging camps at every village and at the ward level in every town. In the next step, data will be printed out and displayed at prominent places within the village and ward for the public to see. Objections will be sought and registered at this stage. 

National Identity Cards will be given in a phased manner to all usual residents by the Office of the Registrar General and Census Commissioner, India. The issue of Cards will be done in Coastal Villages to start with. After this the coastal Towns will be covered and so on till the entire country is covered.

Well, the first census in India was conducted by englishmen in 1872(during the mughal era)... but the census in 1872 was limited to some parts of the country only... Seeing it's success, a census was conducted in 1881, this was at a large scale and involved the entire country... since then, their has been a census every decade... 2011 will be the 15th CENSUS and is conducted by "MINISTRY OF HOME AFFAIRS"

This will cost around 2209 crores and will consume around 11 million tones of paper.

With nation wide campaigns going on to save paper is there no alternative solution to this problem? This will aggravate the situation more and people who just made up their minds to save paper , will not do much to save trees.

While ur point is valid, it looses its sanctity a bit in light of the consolidation of the Unique Identity Number national database. I think given the importance of the project, this investment is worth it and given the paper that we will save on Ration Crads, Birth Certificates and etc etc...I think the paper outlay will break even in 2-3 years.

Also, te govt. doesn't have any other option... everyone in India can't fill a form on the internet... door-to-door data collection is the only option

ya u r right!!!

but i think we are already 135 crores in population.. If the population increases by 3-4 crores after few months, I don't think it will make that much of a difference... Will clarify this doubt officially soon! thanks :)

have asked yr ques to some of the officials.. they said the same thing as i said above and they added that census is basically a way to calculate stats for common man.. not infants.. they hardly contribute... these infants will be counted in the next census, i.e 2021 :)

the process is huge... and will complete on 28th May 2011... 2500 crores is what govt. will spend on this census... and yes!

READ THIS CAREFULLY! ,IF SOMEONE GIVES THE WRONG INFO or HIDE SOMETHING...
THEN HE/SHE WILL FACE SEVERE PUNISHMENT WHICH INCLUDES IMPRISONMENT AND A HEFTY FINE!
